There are wireline codes such as *67, then there are mobile codes such as #31#, some mobile providers have added the legacy wireline codes to work but its not a requirements of mobile carriers
 
I suppose if someone is expecting a call from such a place, they should pick up the phone if they see "private".
We get a lot of spam calls on the POTS home phone here. None of them in recent years have been "private." The most common scenario recently has been a long distance number with no ID. Even if not expecting a call from a private number it's a good idea to answer it as it may be regarding a medical emergency affecting a family member or a serious personal health issue. Lack of spam blocking is the worst aspect of traditional POTS lines.
 
Many important calls I get such as family doctor, specialist, my boss, etc are from unknown or blocked numbers. I remember ignoring a call from private number, and it was my doctor calling to reschedule my appointment, next time I will answer them.
 
As with all calls, it's a good idea to be wary of scams. If the "doctor" or "relative" needs a lot of money for some sort of "emergency." Be sure to check it out thoroughly by contacting the people involved directly and verifying the facts.
 
I answer all my calls, if its someone I don't want to talk to its pretty easy just to hang up. If its a scammer I just put them on my block list.
