I GET what your saying, but that kinda defeats the point of Roaming. They want people to have NO service inside their home footprint? what kind of decision was this? didnt the guys at wind think that if they wanted to, the customers could force their phone on 302-49 anyways if they want to avoid roaming on rogers? guess it was too hard for their team of engineers to realize this.

Wind was getting lots of complaints from users who had their phones accidentally move to roaming inside buildings and then ran up massive roaming data charges within a few minutes. Additionally, many phones didn't automatically revert back to Wind when signal became available. Customers can force their phones to stay on Wind, but most of them didn't and then insisted on having the charges reversed. Rather than continue like this, Wind chose instead to disable roaming within their coverage.

It's a case of the people ruining it for other people.
Instead of allowing unrestricted roaming, and giving people the choice to roam if they wished (knowing full well the costs), they had to block it because of what Colin mentioned.

People would be using away-only either intentionally or unintentionally (we hope more fall into this column, but sadly there are many who would not).

This resulted in a huge bill that rogers was going to collect on either way, and the customer would refuse to pay it to wind. Because of this they had to shut off roaming in inner coverage areas.
The edges are still roam-enabled, I believe.

That would be a problem with your handset.
911 cannot be blocked. If the call isn't connecting, your phone isn't working properly.
Wind nor rogers have no say in what device can call 911.
Any phone, even un-activated/no sim in it is granted unrestricted access to 911.

"Disabled" just means you cannot make (regular) calls, texts, or use data.

I wouldn't necessarily be so quick to point to the phone. There is logic on the phone and on the network for handling emergency calls depending upon whether it is a home network phone (that is active), a foreign network phone (that is active and roaming), a foreign network phone (that is active but prohibited from roaming) or an inactive phone. I can see there being an issue with the logic somewhere if Rogers authenticates the Wind phone yet blocks it from roaming, in which case it may block 911. It is a logic fault that shouldn't happen but one that may not have been adequately considered in one or both of the phone or network design.

these are things wind must test when they make system wide changes such as this. they are ultimately responsible for testing the 911 calls in the home zone as well in the away zone, with both scenarios.
