If I remember correctly Bell telephone service worked during a large area power failure but would Bell Fibe internet work or does it require power at the street box? Would cable internet still work in the case of a city power failure? At home inverter generator will power tv, modem, etc, but if there's no signal what's the use?

That depends on how long the batteries last. They should have some batteries to power the equipment out on the street. You'll also need to provide a UPS for the stuff within your own home.

That's assuming the battery on the street is still good and still there. The street pedestals get broken into and the batteries stolen. Around here we sometimes see pedestals with the cover missing and the wires hanging out and there is no Fibe so there are no batteries to steal.
