I know nothing of speakers or audio equipment. I am more of a computer person. I have some garbage sounding speakers right now, but bought a new cheap receiver recently.
Pioneer VSX-519v

Anyways, I was looking at Best Buy and they have these Precision Accustics 5.1 hd cube set up for $269.

I also found some used Energy CR3 surrounds with
Energy S8.2 sub and
Mirage MC-4 center for $300.
He wanted 425 but he wants them gone.

My question is what would be the better speakers for my receiver?

I could not find much for reviews on either of these that I have mentioned except for the reviews on Best buys website for the precision acoustics set up. (which seemed to be great reviews)

Is mirage and energy good speakers?

I second the used market. I'm actually searching local ads, canuckaudiomart, ebay, and audiogon for a center channel.

But, try before you buy, which means you may be limited to local areas accessible by maybe a 2-hr drive.

Disclaimer: bought new for my current speakers.

I'm gonna have to agree for the used market. eBay and Audiogon has so much more to offer from audiophile brands. Check out brands like Paradigm with their signature model the Atom and Titan for a good bookshelf. Look a little a do a little research and you'll get superior sound for less. Just please, please, please make sure things are in very good condition before you buy (i.e no punched tweeters, bend corners, grills with holes).
