TVO and WIVB - 2 Basic Questions

1. Is TVO going to air digital before the mandatory cut-off date of Aug.2011 ? And 2. What is going on with WIVB's (Buffalo,NY) digital signal ? I have not been able to receive anything for the past 2 weeks.
