Sure, MPEG-4 can be done on cable but considering only the newer set top boxes can decode it does not make it really feasible at this point in time.

Only to a point. You can only wring so much excess bandwidth out of it. When you reach that point, putting more channels switched does not help you.

Cable companies need to start reducing the amount of channels on analog. Many large cable systems in the US such as Comcast, Time Warner and Cablevision have removed a good chunk of analog stations. Many markets only have limited basic (locals, public access channels) on analog.
