You could very likely get a couple of nice used speakers + sub for ~$400 through canuckaudiomart.com (CAM) or a local used-good site such as used[yourcity].com or [yourcity].kijiji.(ca).
I doubt you could also squeeze a receiver into that price cap, especially if you're looking for one that's relatively current.
