I can't seem to find information on Stern becoming available on XM Canada now the merger has gone through.

I haven't seen anything about a Canadian "Best of XM/Best of Sirius" option yet. If/when they do that, they will probably include Stern, just like the US has done.

The merger has to happen before Stern can get on XM Canada

They haven't merged, only announced an intention to merge. All has to be approved and go through those hoops first.

I received a mailing from Sirius Canada with the XM logo and an offer for cheap receivers. The URL went to the XM Radio site.

Wow. Clearly Sirius and XM don't hold the CRTC in much regard.
