Is there any kind of software that you could use to monitor and maybe even put caps on the individual ip's bandwidth usage on my network. We have a bandwidth limit set by Cogeco and always seem to be just under or over the limit, and of course nobody says they are downloading or uploading much.

I think you'll find lots of bandwidth apps out there if you use google. But what you really need is something right inside your home router that will provide more accurate data given all the wireless devices you may have in your home beyond just one computer.

The Linksys WRT54GL is a very common router people are loading custom firmwares onto that include bandwidth monitoring tools. See here.
