Sounds like he connected just that one outlet in the CSE (Customer Service Enclosure) outside your house, which was most likely all he was required to do at the time.

As you say, that box is locked and tampering with it is an offence, so all I can suggest is a call to Teksavvy and they will have Rogers connect the other lines although that would most likely involve a charge to you.

If you knew what you were doing, it is possible that you could trace the coax cables from each room to the basement and add your own splitter but be careful, as cutting the wrong one may result in no service.
 
I can only guess it was to do exactly what he did..... Without all the outlets working in your house, maybe Rogers thought you would go back with them.

I guess there might have been a filter on a line that had to be removed but I doubt it.
