Rogers rep says iPhone bought at Apple will still be locked

as soon as I put a SIM card. Is this true? I heard the opposite from the Apple store.

I'm looking for a legally unlocked iPhone4 phone for my travels and I always thought the phones bought at crazy high price at the Apple store will always be unlocked.

Don't know whom to trust now.

Apple is correct here (my guess is that the Rogers rep wants you to buy the iPhone 4 from them so they can get the commission). If you want to be absolutely sure though, order it online. As per their FAQ

Can I use my iPhone outside my home country?
Yes. iPhone is enabled to work on carrier networks using GSM around the world. Because the iPhone sold by the Apple Online Store is commitment-free, you can purchase a SIM or micro-SIM card and service from a local carrier at your destination. Or check with your home carrier regarding international roaming charges.

That might be true. Apple Store inventory and availability at Rogers or any of the carriers are mutually exclusive.
What I meant is that he's using scare tactics so I buy the phone from him although he doesn't even have one in stock
I believe subsidized phones purchased from the Apple store are locked to the carrier providing the contract and subsidy. It's only full-priced versions from the Apple store that come unlocked.
Don't the Apple retail stores also carry (unlocked) handsets at full price? I know there have been a few posts about the unlocked iPhone as well, but perhaps we never really had someone verify it 100% whether the store-bought phones were unlocked.

Update: Going back through an old thread, I discovered a link to a Star News Article about the unlocked iPhone 4. Specifically:

On Friday, the smartphone will be on sale unlocked, or free to purchase without the confines of a wireless contract, at Apple’s retail and online stores.

You are correct; if you purchase a subisidized iPhone 4 from Apple, it is locked to the carrier that subsidized it; if you purchase it from Apple at full price, then it is unlocked.
the unlocked iphones are a relatively new inception, this was not available before, even if they were purchased at full retail outright price.

i am one who switches sim cards between carriers often, so a factory unlocked iphone would make sense for me, i personally hate jail breaking it, it fudges up the phones so bad, dont want to see cydia ever again.
Thanks for the confirmation guys. I already suspected that he doesn't know (or deliberatly misinforming the customer) with the locking info.
Totally agree that it's a shame to mess up a new phone by jailbreaking it. Wish the carriers wouldn't restrict all the decent data plans to a 3-year contract. They really should have discounts for people who are willing to bring there own phone and lay out $800 to do so.
or at least automatically unlock the phone after the contract is over.
