Apple is correct here (my guess is that the Rogers rep wants you to buy the iPhone 4 from them so they can get the commission). If you want to be absolutely sure though, order it online. As per their FAQ

That might be true. Apple Store inventory and availability at Rogers or any of the carriers are mutually exclusive.He must be an idiot then. Especially bevause the guy before me asked about iPhone4 and he said that he won't have one until Friday next week.

You are correct; if you purchase a subisidized iPhone 4 from Apple, it is locked to the carrier that subsidized it; if you purchase it from Apple at full price, then it is unlocked.I believe subsidized phones purchased from the Apple store are locked to the carrier providing the contract and subsidy. It's only full-priced versions from the Apple store that come unlocked.
