Does anyone know if rogers actually transmits a digital signal that can be decoded using a typical tv's built in atsc digital tuner?

A friend tells me they do, I didn't think this was the case. Simply looking for verification.

The vast majority of Roger's digital signals are encrypted. The only unencrypted channels you can get with a QAM tuner on a TV are the music and radio stations, the news/kids/sports multiplex channels, and occassionally a couple of other SD channels.

PS, it's the QAM tuner since ATSC is OTA.
