As mentioned earlier, a typical filter doesn't stop signals from getting to a digital STB. I'm curious as to what this "block" was. Perhaps someone in your area didn't pay, but then they usually just disconnect the cable...

Perhaps someone more familiar with cable installations can offer some insight? Perhaps there is a new filter that completely blocks cable while allowing internet - usually with the filters that I've seen they let the digital signals through and those are allowed based on the authorization in the STB and they often also let through a couple of the analogue channels.

They used to put blocks in the line that basically terminated both sides of the block into 75 ohms resulting in no RF passing to the home.
