Usually, there should be no amp used on broadband and broadband should be the first split. After that you can split for TV and amp if necessary. Amp shot? Splitter bad? Try connecting one of the TV or STB connections as close to the demarcation point as possible.

Filters do not affect the digital STBs. Even with filters, people are still able to view a couple of analogue channels - I believe the lower ones. Sounds like something's wrong with the signal to your home. If the tech confirms that everything's OK at your home, you may need to wait for the "outside crew" to come to the street to find the problem, as the inside tech will not do that. Be prepared.

As mentioned earlier, a typical filter doesn't stop signals from getting to a digital STB. I'm curious as to what this "block" was. Perhaps someone in your area didn't pay, but then they usually just disconnect the cable...

Perhaps someone more familiar with cable installations can offer some insight? Perhaps there is a new filter that completely blocks cable while allowing internet - usually with the filters that I've seen they let the digital signals through and those are allowed based on the authorization in the STB and they often also let through a couple of the analogue channels.
