I'n somewhat confused here.

Recently Sportsnet one launched and a short time after they launched I think it was Sept  Sportsnet Sens,Oilers,Canuks(I think) & Flames channels launched. I don't recall them being issued liciences for these channels?

I noticed this with MC,TMN & SE that have multi-channels(not Moviepix)although that one has one itself.

I'm just curious as to when the broadcasters need a licience for a TV station/channel and whwen they don't and just operate one?

You always need a license. Search and you will find a thread discussing the approval of Rogers Sports Channel.

Please search. A simple review of this forum and you would have found the thread entitled " Sportsnet ONE to Launch August 14 " which would have confirmed the launch date.

Also I would recommend spell checking.
