Bell 6100 Refurbished is $199 & a refurb 9200 is $299.
They also had an offering recently, not sure its still valid of a 6100 & 300 for $125.
But to answer you question, no, Bell would not activate the Dish receiver, unless you were luck enough to get a new CSR.
You also need to be aware that the software on that receiver would have to be changed over to Bell too, not a job for a layman.
