Much (but not all) of the rest of the world uses a nice, standardized DVB system for television signals. Here in North America, we're stuck with the USA's local technology.

So they've got to redo the RF hardware and software for our special case market.

Japan uses a format called IDSB (I believe), and Brazil chose to use that format also. Just an FYI.

That said, the market for ATSC dedicated equipment (in the USA/Canada) as a whole is not very big, where something like 10 to 20% of the population watch TV from antenna.

In other countries (especially the more developing ones, or ones not spoiled by pay cable/satellite TV), I would suspect that quite a larger population watch broadcast TV, hence a viable market for digital broadcast tuners.
