I would be surprised if Russian animal cruelty laws will give these guys the punishment they deserve.

Press reports say that the police are looking for the imbeciles who though this stunt would actually attract future customers. The police are saying that nobody on the beach thought to call them as this event was unfolding. I'm getting the feeling that either the Russian public doesn't bother calling the cops, or the cops don't bother to respond when they do.
