It appears that the correct method for reporting OTA issues is to use the Contact page:

For "What is your comment about"
Select: TV Service Issues

For "Service Provider"
Select: Other

For "Specify Service Provider"
type in: OTA channel xx.x (31.1, 57.1, etc.) and/or tower location.
 
^^^ Thanks for trying to help out with this issue, TVLurker. I've tried that method myself in the past with no success. This contact page appears to connect directly with the station staff whom often have no idea how to contact broadcast engineering. And, frankly, I'm not convinced that it's monitored on a regular basis.
 
Hey guys, I'm able to pick up many of the local channels living about 9 km north of Scarborough Town Centre, but for some reason only CFTO's picture is... buggy. Any ideas on why that is, or if I just need to go push the antenna a bit?
 
for the last little while cblt 5 out of Toronto has been a very poor signal,
it happen about the same time Chex went to CTV, which should not have anything to do with
But still kind of weird
 
I see no evidence of losing signal from CFTO here in Buffalo at that time this morning, so I would assume the issue is/was on your end.
 
@videoproducer, I noticed a few days ago that London, Kitchener, Toronto and Hamilton CTV and CTV1 transmitters were putting out generic PSIP guide data. However, as Hamilton Ham mentions, it seems to have been resolved as of this afternoon.
 
Anyone seen a drop in CFTO/9.1 lately ? I've always received it at ~80% for approx. the last 3 years. About 10 days ago I
noticed a slight pixilation, and was sitting at ~60% (TV reading). I haven't noticed and pixilation since, but whenever I checked,
it was sitting around the 60% mark. All my other channels are at their expected strengths. I installed a VHF Retrofit Kit yesterday,
it made it about 10% better, but still below what it used to be. I've always found it pretty sad that a major TV network in
an area the size of Toronto only broadcasts at just over 10kW !

CFTO seems to go up and down in strength at my location for no apparent reason. This goes back as long as I can remember. I’m sorry I didn’t take some actual signal level readings before. I didn’t realize that the problem I experience is not exclusive to me!! Right now, at 2:20 pm, Apr 20, 2016, the signal level at the TV input terminal is -71 Dbm. I’m going to track it now for a few days and compare. My “gut feel” is that this level is about 10 to 12 Db below normal at my location in the west end of Hamilton. My tuner says 80 to 88%. Normally it sits at 100%. Sometimes the signal drops so low that I have to switch to a separate 3 element yagi cut for ch 9 to get a stable enough signal to record OTA. At any rate, now I have a base level to compare. Also, I know the signal is down, as 1 of my 3 antennas that normally receives ch 9, has not produced a stable, decodable signal for the last week or so. BTW, I should be able to see the lights on the CN tower on a clear night at my location!
 
CFTO seems weaker

My reading for years was always 100%.Last view days been 92% no issues tho.This with 2 different antenna systems.Each with a VHF Yagi aimed directly at CN tower.
