I don't know about AGC in digital tuners, but historically AGC circuits were based on signal amplitude, not SNR, The idea was to (indirectly) get the best SNR without clipping.

although their are multi-stage AGC circuits, I would think that any tuner with a mixer needs to protect the mixer input from excessive levels that would caue spurious signals in the mixer.
