I set up my computer to do the recording for me. Even tho I do not have internet access, you can still buy the tuners (some computers with Windows Media Center), or use the one in you computer.
I went to different places after learning about Hauppauge WinTV-HVR2250, to select a computer.
Got the card loaded in a PCI-e slot, loaded the software, and had to play with it for a while because of the instructions was hard to understand.
But manually put in my OTA Stations, and made up recording times.
The only problem is when there is no signal, it just cuts out and waits for signal again. And if it is 30 minutes to get signal it jumps the 30 minutes, to signal strength.
I like it when I am at work, to get those programs I wanted recorded. then watch them later. Heck it can with with the satellite tv or cable too.

Now it is antennas galore to catch each station with persicion to keep the signal. Closes station for me has been 65 miles,,, I live in the boon docks of Iowa.

Yup, been there. I have 2 tuners and 2 antennas and deselected any unreliable channels form the tuner listings. Still is not perfect but a lot less of what U R describing. In some cased I recorded the same show on same network from 2 different cities and delete the worst one.
