Everything in the RF40+ range has been on lower backup power since December: Global, City, Omni1 and Omni2. All of those channels are going to move in the repack this summer.

City has been hit or miss for me ever since, it was solid previously.

There was some discussion elsewhere about T-Mobile starting to use the 38-49 RF spectrum in the Buffalo, so they probably have to stay on lower power until they move to avoid interference.

Is there anything special with the City vs OMNI signal? My LG tv can lock onto both channels perfectly fine. It could just be my PCI tuner card but I can only lock onto OMNI on channel 47. It is odd since both channels are in the 600MHz range and has about the same transmission power and height.

Anyone even experienced this?

I read somewhere that those stations are on reduced power until the repack is complete (probably July 2020).
I can't get CITY unless the antenna aimed perfectly. Never used to be like that before.

Really odd though that I am able to pick up Global, Omni1/2 but not City on the PCI tuner card. It is an older card so the sensitivity is not as good as the LG built-in tuner.

I am finding just the opposite.
I can get RF 44 and RF 47 with good signal
Quality, but RF40 and RF41 have good signal but terrible quality.
I was thinking maybe they are already using 600mhz band for cellular, which is causing massive interference.
i known they are in Rochester.

The ATI TV Wonder HD PCI comes with an Infineon TUA6034 RF tuner. Probably not the best sensitivity for a 2005 card. Any crappy old LCD/LED now a day would come with a better RF tuner for ATSC receiving. Guess at least I get some channels, can't complain.

With the PCI tuner, it is missing the following

4.1 (RF 36)
7.1 (RF 34)
23.1 (RF 36)
57.1 (RF 44)

They are all 600MHz but then some of channels in the 600MHz did come in which is quite perplexing.
