$1/mo sounds about right. It costs internet providers almost nothing to provide VoIP phone services. Free or almost free VoIP phone services are widely available using VoIP adapters or smartphone apps. Full featured phone services such as voip.ms are also quite cheap compared to most of the ISP and phone company offerings.
