I recorded some HD OTA on my Win 7-32 Ultimate box.

When playing normally through the MCE shell, the video looses frames.
When I play it using Windows Media Centre on the desktop, it's very smooth.

The MB is a Gigabyte GA-MA785GMT-UD2H with a QUAD core and 2 GB ram.
Using the MB video. HD4200

So what would help here? More memory or a better ATI HD video card?

My guess would be you may have some video tweaking settings enabled (inverse telecine? post processing? colorspace?). I would reset the ATI CCC to defaults and see if that fixes the issue.

If that were the case, wouldn't you see it when running from the desktop?

It only happens on HD and only from Media Centre.

I'll try dropping the MCE into 720p and see what happens.

BTW, can you have the desktop at 1 resolution, say 720p and the MCE run at 1080p?

Either one up converts via my Pioneer amp from the hdmi feed.
