Don't waste your time. The answer you'll get is "they have the authority, but not the obligation to broadcast". They only become the transmitter police if they are doing something outside their license. There is nothing prohibited with broadcasting under power or not at all unfortunately.Kick it up to IC and CRTC at this point. The Feds should know how to get them to figure it out for us.
Simsub is where you go to CRTC, if they are getting simsub rights in the region but not providing the ota coverage they would be breaking their simsub license agreements. Of course you would need cable TV to know if they even are simsubbing fox/CBS/NBC football games (Bell satellite can do it without the ota simsub rights).If they are actually broadcasting, the only reason is for the simsub of NFL games.
The ironic part is... I would actually watch CKVP because their PQ is better than WIVB and WUTV.
When our major broadcasters do HD, it’s 1080 end-to-end; down there it’s a lot of 720 downconverted from 1080 (and 4K) with a 360 subchannel for pre-HD content. And with NFL now shooting largely in 4K, we still get more pixels. ATSC3.0 should change things some, and we might be slower to roll it out, but it will still be better PQ up here because we will maintain our end-to-end perspective, whereas they’ll only upgrade to 4x1080 subchannels. It’s just like back in the day when they came over to buy our bigger imperial gallons of gasoline (and speaking of gas, why there’s now ethanol in it). Or our Imperial pints of beer.
