I have posted this is the other forum but maybe this is the better place for it.

I'm thinking about changing from Shaw to Telus but I run a server at home ( not for business just my own tinkering).

First of all, can I make changes to the router to allow traffic in e.g. HTTP, SMTP? Or is this locked down?

Secondly, do Telus do any port blocking e.g. SMTP on inbound connections?

I believe Telus blocks http, ftp and probably smtp ports. There's a list of blocked ports at Broadband Report. Just google it. I can't post the link because it's censored (****)

Another way to test for port blocking is to use a port scan site, such as www.grc.com. If you enable a port on your firewall and run the port scan, you'll see if it's blocked by your ISP.
