That's a sensible approach. The various package formats and managers out there (deb, rpm, yast, apt-get, urpmi, etc. etc.) originated to fill unique needs of Linux distributions that were once quite sparse and limited, but over the years those packaging systems have all essentially achieved the same capabilities so the differentiation between them is less important than ever. A uniform system is not hard to imagine or accept, likely using the LSB as a starting point.
