There is a difference between macroblocking and pixellation. Macroblocking is due to compression of the signal and typically happens during fast movement in scenes, or scenes with fast changes - strobes, confetti, etc.

Pixellation is due to a poor signal, even temporary and is typically much "harder-looking" than macroblocking. Check your signal, S/N ratio:
