I just realized that there are locals in some of the major markets that aren't carried by Shaw Direct. I don't believe there was ever a requirement to carry the local community stations such as the one in Leamington however I was under the impression that Shaw Direct was required to carry every commercial local once G1 was operational. The following locals don't appear to be available. How did Shaw get away with this?

CHNU (Joytv - Surrey)
CHNM (Omni - Vancouver)
CJEO (Omni - Edmonton)
CKES (yes TV - Edmonton)
CJCO (Omni - Calgary)
CKCS (yes TV - Calgary)
CIIT (HOPE - Winnipeg)
CFHD (ICI - Montreal)

Looks like these are all religious or multi-cultural channels. Is it possible that these stations are exempt from forced carriage due to that?

They are probably just repeaters with no local content. We have repeaters for Omni and Yes here but they are identical to the Toronto stations.

To confirm what @ExDilbert said, Shaw Direct's licence only requires them to distribute local stations that broadcast the minimum number of hours of local programming in English or French (Canada's official languages) - see section 3 of the appendix.
