The "basic filter" you mention has a black stripe around it. The black/yellow is an "internet filter" that only lets channel 14 through, which is the internet downstream. Now they use the black/yellow/red which also lets channel 53 through, for the digital phone downstream. Upstreams are below 50MHz (or some such) and not blocked.

So it's a full TV block but passes internet and phone.
