Greetings,

Shaw cable was here yesterday, and they installed an inline cylinder on the cable wire on the exterior of the house. Does anyone know what this is?

The cylinder has "eagle comtronics dual data 53 0210" stamped on the aluminium, and a black, yellow, and red sticker on the bottom.

Thanks,
Shane.

This should help:

The "basic filter" you mention has a black stripe around it. The black/yellow is an "internet filter" that only lets channel 14 through, which is the internet downstream. Now they use the black/yellow/red which also lets channel 53 through, for the digital phone downstream. Upstreams are below 50MHz (or some such) and not blocked.
So it's a full TV block but passes internet and phone.
