Viewing is easy. Just select the appropriate character set in Firefox or IE (or any application with extended character set support.) Firefox has support for a number of Asian character sets. Entering is a little more difficult. You need Windows Ultimate or an Asian version of the Windows to get native OS support. Entering the characters is a chore with a US keyboard. It may be best if he brings a keyboard with him. It's been about 20 years since I did any of this so I really can't provide a lot of details.
I'm not sure what options are available for Japanese in Windows, but to add Chinese you add Chinese simplified from the languages menu and type the Pinyin on the standard keyboard, but the Chinese characters are displayed. There might be a similar option for Japanese.
