The CRTC has stopped enforcing the original licensing requirements that specified the genre of programming channels must carry. The channel owners can broadcast anything they want and often do. The licensing of Canadian specialty stations and carriage of US specialty stations was originally based on genre. Now it seems that broadcasters use vertical integration and copyright agreements to block the carriage of programming on US stations and, subsequently, entire stations since they must black out their most popular content or provide a special Canadian feed.
