Weird problem I have seen at multiple houses but always thought it was shared internet.

I have now moved into a house with hardwire connection extreme-i and have noticed the same problem!

I download a 30mb file, exit the torrent program. Internet completely chokes up for 30 minutes - 3 hours. Does anyone have an explanation because I know it isn't just me.

Throttling should not affect other protocols. I'm with Anonimz on this. High connection counts can really choke some routers. Try cutting down on the number of allowed connections in the torrent client. Also, try pausing all torrents and wait for them to stop before exiting. That will reduce attempts to access your system from other clients. Another option is to get a faster router that can handle more connections.
