No, the HDHomerun is completely useless to you with respect to Rogers.
It can only record clear QAM channels (which simply don't exist through Rogers), or digital ATSC over-the-air broadcasts.
Nothing output from your 4250HD box will be recognizable by the HDHomerun.
So, the earlier advice is correct--get an antenna.
I might add some additional advice: Do what I did and move to the US
