If I want to stop watching my TV but know I'll want to watch it again in 15 minutes, should I turn it off then turn it on again in 15 mins or leave it on? What amount of time does it take before the wear and tear of the TV being on exceeds the wear and tear of it being turned off and on again?

If it's only for 15 minutes, leave it on. The most stressful time of any electronic equipment is when you power it up. Capacitors need to charge, power supplies get "spiked", lamps have to come on, etc. Not worth the additional wear and tear for 15 minutes.
