If I remember right there is a full DMZ option within the Actiontec router. If you add the MAC address of your D-Link to that, plug it in, it should get your external IP address and do what you want. I toyed with it a bit but my router software did not like it. You may have better luck.
If that doesn't work your other option is to do a pseudo double NAT by putting your DLink in the normal DMZ, and plugging it in.
