it's quite posible, especially with VoIP phone services, to show just about anything on the call display of the party you are calling.
I work with the public in Ottawa and get several calls from various federal government employees each week. The display usually shows GOC-GDC (I think I have the French one right).
Yes, I know people who can spoof the call display data and no, I'm not saying how it's done. If it's not illegal, it probably should be. After all, it's not usually a case of concealing an internal company phone number but rather of deliberately misleading the called party.
