Emphasis mine:

Fairchild Television Ltd. has requested the revocation of its broadcasting licence for the ethnic, third-language specialty Category A service Fairchild TV, renewed in Broadcasting Decision 2013-468, in order to continue its operation as an exempt undertaking, pursuant to Broadcasting Order 2015-88.
A lot of third language, niche services are doing this as a way to cut costs as it means they're no longer obligated to provide the CRTC with certain info.

The market is too small to make money. My parents used to watch Fairchild channels everyday after dinner (those channels are bundled in my internet service provider called CIK, cheap and decent quality), but now they prefer surf the internet over cellphone. TV service is undoubtedly in a declinc trend.
