Just wondering if this sub would be big enough for a 12x14 room?

An 8" sub should give you some decent bass in a 12'x14' main floor room, probably less so in a basement room (because of the concrete floor), but it won't blow you away.

I do not want to spend a lot of money ...

How much would that be?

If you're not averse to buying used, you can often get great bang for your buck with a nice, mint-condition used unit.
