U.A.E.'s BlackBerry blocking to include visitors

At the heart of their concerns is the way the BlackBerry handles data, which is encrypted and routed through RIM's servers overseas, where it cannot be monitored for illegal activity.

I don't understand this concern about data being routed through RIM's servers. Wouldn't it be the providers that the data get's routed to? Like if I have a BlackBerry and I subscribe to Telus, the data should be routed through Telus, and not RIM?
