The Blackberry data network is run by RIM and is encrypted.

Because of this the UAE (and several other governments asking for the same thing) cannot gain access to any of the messages since the servers are out of their jurisdiction.

In the old days before data, all voice switching gear typically had to support a feature called "lawful interception" which was what allowed law agencies to do wiretaps right at the CO.
