Have you tried doing a complete rescanning as City had encoder failure and are/were using a temp unit.

 

I have rescanned a few times, didn't work and tower is closer than CIII-DT which comes in crystal clear.

 

On my HDHomerun which does automatic scans 57.1 (in Toronto) comes in fine. On my Hauppauge which does not scan automatically, 57.1 is coming in weakly (20%) with pixelated images. So it's still there but you have to be close to get it. I will eventually re-scan the Hauppauge, I know there have been other changes it should pick up too.
