Pretty common. I suffered the same problem and currently have about 4.5mb max download.

do i have any grounds to cancel without ECF given my situation?

No. Read the fine print and you will find they have themselves covered.

My advice is to write a letter of complaint explaining that you feel Bell has failed to deliver the promised speeds. They may take sympathy.

I'm not implying anything. I'm simply saying that sometimes if you ask nicely and you have a reasonable argument (you aren't getting the service you thought you would get), they may allow you to cancel.

Too often people start screaming and that typically gets you nowhere. If you write a reasonable letter that explains why you are unhappy, big companies will sometimes let you off the hook.
