Amazon.com adds "Import Fees Deposit" then removes it then adds it

I recently had an order from the U.S. shipped via USPS with a declared value of $97 and the item listed as "photo equip"). There was no duty or taxes. The shipment was from my daughter. I would estimate that about 30% of shipments from the U.S. via USPS come through without added charge. I never buy anything unless it is shipped via USPS.
 
I can't understand why Amazon would do this. It must involve considerable cost (staffing, etc.) to Amazon. I don't think that any company would be willing to do the extra "paper" work without an expectation of more profit. Also, loss of orders?
I have ordered books, electronics and cameras (trans-shipped through kids living in States) but I would be looking at orders with some suspicion now. All electronics, etc.shipped via USPS; about 30%+ get through Customs without added charges. So, I would not be happy with charges added to my order before shipment.
