You're looking for a data only, with no voice? Than $20 might be reasonable for a basic plan, but it's still not a good deal. You could probably get a plan with voice for that much.
While the carriers did offer 6GB of data for $30 a few months ago, that was mostly due to the launch of the iPhone 4 (and in previous years, Rogers did so with the iPhone 3G & 3GS launches as well). I doubt we'll see these plans again until the next version of the iPhone.
Guys, please keep in mind that the OP is looking for data only plans, meaning the kind you use in a rocketstick with a laptop. Data add-ons to voice plans are not relevant here.
