I think we need more detail here. What sort of tuner card does he have - the only way to reliably get HDTV into a PC is with an Over the Air tuner. But it doesn't sound like that is what he is using. With HDTV you don't get snow - you either get a glorious HD picture or you get nothing.
What CPU is in the PC? What TV tuner card? What video card (i.ee. Nvidia 8800, ATI HD3850, etc.) Is it connected to cable or satellite in any way? Are you using an antenna? How is the PC connected to the TV - HDMI? Component?

Most of these "amazing" internet tv sites are scams or horrible quality.
If it seems too good to be true, it is.

I'm not sure what he's asking for when he talks about satellite TV over the internet.
Is he talking about torrents of satellite captures perhaps? He may also be talking about pirate FTA systems, which we don't discuss here.
Torrents can indeed be very high quality depending on the source and the encoding.
For Tuner cards there are quite a few good ones for OTA HD reception. Those will typically also work for standard analog cable. The OTA forum would be a good source for that info.

Video Quality for HTPCs?
My father is looking into boosting his video quality for watching TV. He has a video card, but right now, if he tries to watch HD content, he gets snow. He can force it to SD, but then with the monitor size it looks really bad.
He was specifically asking about SATELLITE TV for PC, which streams video over the internet. I told him that this would likely not have very good video quality -- can someone please confirm or deny this?
Following this, are there any TV tuner cards which give better reception/video processing than others?
