You'd think someone would have created an app for this functionality via the volume buttons, but nothing that a quick search revealed.
In terms of hardware, I did see this which might fit your requirements.

Bluetooth isn't available, hence the request.
Apple somehow got the bright idea to omit the feature everyone else has to skip tracks with the volume buttons.

|ExDilbert||My bluetooth speaker remote controls the music app on my phone. Bluetooth devices will often send playback commands to the phone music app. If bluetooth is available, I would try that.|

Just need a small, Bluetooth jog wheel to pair to iPhone. Any recommendations?
