Tablets with 3G do i need a provider/data plan?

I am looking into buying a tablet and have been weighing the pro's/cons. Recently went camping and my cell phone provider didn't have a tower close by yet 2 other providers did. My cell phone didn't get reception so i had no way of contacting anyone. I can setup a local network with my Android so a tablet with WIFI was good enouph now im wondering if i had 3G could i get it off any tower?

The wife has a Kindle and could go on the internet, getting reception from the other towers, while we are camping. the Kindle is not user friendly when it comes to the internet and to my knowledge pays no fee for internet access but does need reception from a tower.

So my question is if i get a Tablet with 3G do i need to get a Data plan for it or is it similar to the Kindle, where i can bounce off any tower? If i need a Data plan its pointless with my current provider as i dont get reception when i am camping.

You would need to pick a provider and get a SIM and service plan from them.

The Kindle uses Rogers 3G network. There is no charge for internet access because of a deal between Amazon and Rogers, which is exclusive to the 3G Kindles.
