Speckled whites: signal compression or TV?

Lately, I've noticed a slight deterioration in image sharpness on certain days and channels. At first, I was sure it was dust collection on my four year old RPTV's CRT's, because the whiltes appear mottled with very minute grey spots. On a changing image, the grey spots don't move. Then, on another day, the whites look solid...no trace of spots. Could this be a signal issue?

I first noticed this while consulting the program guide; the resolution was slightly lower and the characters not quite as sharp. Automatic convergence (called 'Perfect Focus' on this TV) didn't change a thing.

My TV model is known to be an Akai/Samsung lemon, and parts are impossible to find even for the local TV repair shops (most techs are unwilling to deal with the company...), so I am tempted to tolerate the problem for a while, rather than having the TV 'opened' and checked for 100+$, only to be told that it can't be repaired.
